This same care home was investigated and fined $67,000 in April 2019 following two outbreaks of flu affecting 17 patients and staff. Meanwhile public officials in Washington have come under pressure to take more aggressive action against the outbreak.

Care homes like this and so many others have a heightened responsibility during outbreaks like the flu and Coronavirus and have a duty to follow state mandated protocol designed to minimize the spread of infection. Protocols include basics like hand washing between each patient and keeping all common surfaces wiped down to minimize the spread of any virus. Care homes must also make certain to adequately train all care givers to recognize the signs and symptoms during a possible outbreak and respond accordingly. Response might include quarantine and other measures as mandated.
